At Fortune CCP, we offer more than just inspections. From the start of the process to beyond the move in date, we offer guidance, services and management to ensure that the job is done above and beyond expectations.
QUALITY CONTROL
Fortune CCP provides quality control inspections for both Tarion and non-Tarion projects such as rental properties and retirement residences. Our quality control process involves a comprehensive inspection of finished homes and condos, examining various components and finishes. For Tarion projects, our focus is to ensure all work that doesn’t meet our client’s quality standards is captured so that issues are resolved prior to the Pre-Delivery Inspection since it is well established that the quality of the home at the time of PDI is one of the largest determinants of overall customer satisfaction. For Tarion and non-Tarion projects alike, our services can provide an objective assessment of the finished product which is especially valuable when our client is using a 3rd party construction manager or general contractor, ensuring that their client’s first experience in their new home is a positive experience.

PDI SERVICES
As a purchaser’s first chance to see their completed home, the Pre-Delivery Inspection (PDI) is a crucial milestone in the home-buying process. Fortune CCP takes a customer-centric approach to the inspection, with a focus on educating the homeowner while still ensuring that the home meets or exceeds the Tarion guidelines. With quality customer service personnel being in short supply, many of our clients prefer to outsource their PDIs to Fortune CCP, including scheduling and distribution of any required documentation, leaving their staff free to concentrate on improving customer service.
PERFORMANCE AUDIT MANAGEMENT
For many clients, the Performance Audit (PA) is something of an afterthought; most of the time it comes almost a year after the building has been occupied. At this point, most of the project resources have been released or re-tasked and it can be challenging to get the attention of the consultants and trades necessary to respond adequately. Fortune CCP has a unique approach to the PA process that focuses on careful documentation, enhanced communication, and Board / Manager education. Our clients benefit from our extensive experience in assessing warrantability along with our decades long relationship with Tarion.
LICENSE APPEALS TRIBUNAL
For when things get really bad, Fortune CCP can assist our clients with issues of civil litigation or the License Appeals Tribunal (LAT). With almost 25 years working with Tarion, Jim Fortune has extensive experience at LAT. Kent Fortune has experience preparing for or representing numerous clients for a variety of civil claims. Most of our clients never need these services, but Fortune CCP is prepared to assist with these unfortunate events.
HCRA COMPLAINTS / TARION ESCALATING CONSEQUENCES
With the creation of the HCRA and Tarion’s increased tendency towards consumer protection, developers are faced with more scrutiny than ever before. While the process is fairly new, Fortune CCP can assist our clients in navigating the HCRA complaints process, including drafting any necessary communications. For Tarion’s escalating consequences, we can help our client prepare their response and make the necessary changes to ensure improved customer service and compliance.
TARION CONCILIATIONS
In terms of liability for our clients, very little in the warranty process carries more weight than a chargeable conciliation. A ratio of chargeable conciliations to occupancies greater than 1:25 (4%) will land a developer in Tarion’s escalating consequences which could ultimately lead to a revocation of their license. Ideally, Fortune CCP is able to assist their clients with prevention; by informing them of the best practices to avoid conciliation in the first place. When the conciliation has been requested, Fortune CCP will work with the client and homeowner to achieve an agreement and get the conciliation canceled. In the rare case that conciliation is necessary, Fortune CCP will attend the inspection and provide the necessary guidance to ensure the inspection is “non-chargeable”.
TARION SECURITY DEPOSIT RELEASE
When starting a project, most Developers don’t realize the scope and term of Tarion’s security deposits. Using his experience and contacts at Tarion, Kent Fortune is able to advise clients of their requirements, and work with Tarion to release security.
TARION 30 DAY & YEAR END FORMS
Similar to pre-delivery inspections, many Developers find themselves short on qualified resources to review all of the Tarion forms that they receive. Fortune CCP is able to meet with the homeowner, educate them on the warranty, and collect the necessary information to make a warranty assessment. From there, we are better able to advise our client and their trades on the work that needs to be completed in the home. Many homeowners appreciate the assessment from a 3rd party as it is perceived to add a degree of impartiality to the process.
CUSTOMER SERVICE STAFF
Often on small projects there is no budget for a full customer service department, or existing resources unfamiliar with Tarion are being repurposed for Customer Service. In these instances, Fortune CCP is able to assist in setting up the Customer Service department and providing ongoing management support. Much more cost effective than a full time manager, Fortune CCP can provide all of the forms, systems, and training needed to get an inexperienced crew up and running, and most importantly in compliance with Tarion.

TARION / HCRA ENROLLMENT
Since the introduction of the HCRA, navigating the enrollment process has become trickier than ever. That, along with processing backlogs at the HCRA and Tarion, more and more clients are using Fortune CCP to expedite their enrollment process. Fortune CCP can advise and assist with the builder registration, and completion of the Qualification for Enrollment (QFE) forms.
